Probably if the leaves get too close to other clusters of leaves, they get less light. The tree probably detects this and grows outward in a different direction (as it’d be a waste of energy to grow into a darker area). Or rather, it probably just grows outwards and stops when the new leaves don’t get enough light, rather than “consciously” growing a different direction when this occurs. This happening all at once with multiple clusters ends up with a bunch of clusters that fill an area but don’t touch each other.
